Council agenda includes mil rate, boat harbor

Unalaska, AK – City council will meet Tuesday night to set the mil rate, discuss union contracts, adopt the Capital Major and Maintenance Plan, and finalize the plans for the Carl E. Moses Boat Harbor. They'll also host a public hearing on the motor vehicle tax increase that provides money for getting junked cars off of the island and vote on the first reading of the fiscal year 2011 budget.
The current mil rate, which determines how much property tax people pay and can also affect rent rates, is 10.5. The council can choose to raise, lower, or maintain that rate, but the city manager advises them to at least keep it the same because the city needs money to pay for many upcoming large scale projects, like the water treatment plant.
The council will go into a short executive session to discuss union contracts with Local 302, which represents Public Works and Utilities, the PCR, and the city hall employees. Previous negotiations with the union took over a year. This time it took less than a week. Details of the contracts are not available for public viewing until they are seen by council tomorrow evening.
PND, the design firm for the Carl E. Moses Boat Harbor, has completed two design options for the drive down working float with two different piling set ups. The hard dollar prices for both of those options won't be available until the council meeting, but the council will have to decide which option they prefer and which is within their budgets.
The Capital Major and Maintenance Plan, or CMMP, outlines what minor and major capital projects the city wants and needs to complete between fiscal years 2011 and 2015. It is not an ordinance and does not require that the projects be completed but lays out a plan and a guideline for the city to follow.
The council meeting will start early again, at 6 pm, Tuesday evening in the council chambers at City Hall.
