Council approves Horizon Lines preferential use agreement

Unalaska, AK – Last night, city council addressed zoning issues and the preferential use agreement with Horizon Lines.
The meeting opened with a public hearing concerning the zoning classification of a parcel of land at Devilfish Point. During the regular session, an ordinance that would change the classification from a holding zone and marine-dependent industrial portion of land to an unzoned native allotment went into second reading and was approved unanimously.
Council then moved onto the work session, where it heard a fisheries update from resource analyst Frank Kelty and got an update on the power plant from Dan Winters and Nancy Peterson.
The preferential use agreement with Horizon Lines was then discussed. The consideration of the PUA has been scheduled on the agenda since previous 20-year contract expired in October, but it's been consistently tabled as Horizon Lines and the City of Unalaska have worked to finalize a new three-year contract, which would give their vessels priority dock access. Later in the meeting, council approved the resolution that allows the city to enter into this agreement. The vote was unanimous.
There was one item on the consent agenda. Unalaska City School teacher Aura Beatty was appointed to the library advisory committee.
During the new business portion of the meeting, council discussed mayor and council travel to the Southwest Alaska Municipal Conference's economic summit in February. Council members Dick Peck and Dennis Robinson are slated to attend, as is Mayor Shirley Marquardt.
City council wrapped up in executive session, where they discussed PCB mediation over.
