Council Preview: Budget Changes, Liquor Licenses, Capital Projects

City council has a packed agenda for this evening’s meeting. 

It will open with public hearing of an ordinance that ensures city employees don’t take pay cuts with promotions.  Then council will move into work session.

First up will be some major budget housekeeping.  A proposed ordinance moves $4.5 million dollars from the general fund to specific projects – the landfill waste storage tank and the Summer Bay road realignment – and accepts a $716,800 grant from the Environmental Protection Agency for the new water treatment plant.  The ordinance covers several smaller allocations and adjustments as well. 

The next item is a review of local liquor licenses.  The state issues the licenses, but the city can object to their renewal.  The staff memo accompanying the review-notice lists public safety calls to each establishment over the course of the year.  The Harbor View Bar, otherwise known as the Sports Bar, tops the list with 196 callouts so far in 2011.  The Grand Aleutian has 25 and the Airport Restaurant has 19.

Following that will be a presentation about the timeline and process for the fiscal year 2013 budget and the 5-year capital improvement program.  There’s no action on either scheduled for this meeting.

The final item on the work session agenda is a discussion of the process council uses to allocate funds to local non-profits through the Community Support Program.

A resolution on the consent agenda would approve use of the historical formula for dividing state fish taxes between Aleutian municipalities for the fiscal year 2012.  Unalaska is slated to receive $363,706 in state tax revenue based on the formula. 

Under new business, council will consider a several resolutions – one approving the 2011 audited city financials and another approving a ladder replacement project.   Council will also hear the first reading of the budget amendment ordinance and will conduct the liquor license review.  The new business agenda will finish up with proposed council and mayor travel.

The meeting starts at 7pm in city council chambers and is expected to last one and a half hours.
