Council Preview: Harbor Rates, Promotions, Tidelands Policy

Fees for the Carl E. Moses small boat harbor top the City Council agenda again tonight.

How to deal with multiple vessels under the same ownership is one of the last unresolved issues.  The current wording allows a single vessel owner to have only one reserved slip, unless there’s no waitlist.  As the ordinance stands, only one vessel can be registered to that slip, with the option to switch vessels once during the year.

Tonight will be the second reading of the ordinance.  The harbor was scheduled to open on November 15, but construction delays have pushed that date back. 

Also on the agenda is the first reading of an ordinance amendment that ensures City employees receiving a promotion are eligible for a pay raise and don’t receive a pay cut.  Currently some long-term employees, if promoted, would exceed the pay scale of their promotion.

New pilings for the Unalaska Marine Center show up in two ordinances being considered tonight.  The first changes the 2012 budget to fund the project and the second approves the project.  The budget amendment ordinance also changes Public Safety’s First Sergeant position into Deputy Chief of Police.  

During a work session Council will discuss amending the tidelands policy.

Council will start early tonight, a 6 o’clock, and is expected to last 2 hours.
