Council to tackle new budget

Unalaska, AK – City council will be meeting tonight to discuss a wide range of issues, including the budget, the capital and major maintenance plan, and the operation of the Carl E. Moses small boat harbor.

The meeting will open with special business items where appeals for real and business personal property assessments will be heard. The regular meeting is expected to commence after half an hour.

During the work session, council will discuss a resolution that would adopt a capital and major maintenance plan through FY2016. Council will also talk about the operating and capital budgets for FY2012, along with an ordinance that would amend the current budget to accept grant monies, allow permit certain expenses for public safety and the clerks department, and allow for housekeeping on existing capital projects. Additionally, council will hold a discussion on the Carl E. Moses small boat harbor rate study and the fee schedule for the Port Department for the coming year.

There are three resolutions on the consent agenda. One would request payment in lieu of taxes - or PILT funding - from the Department of Commerce, Community, and Economic Development. Another would certify the 2011 real and personal property tax rolls. The third would approve scholarships to local students.

During the new business portion of the meeting, council will consider a resolution establishing the rate of levy of assessed property in the area. An ordinance that would adopt the FY 2012 budget and an ordinance that would amend the current budget will both receive first reading. Council will also discuss mayor travel to Washington, DC.

Council will wrap up in executive session for an update on dealings with the Department of Justice and the Environmental Protection Agency. They will also discuss union negotiations with IBU ports employees.

The meeting will take place an hour earlier than usual at 6 o'clock in the City Hall council chambers. It is expected to last over two hours.
