Council to Weigh Digital Overhaul of City Services

At tonight’s meeting, city council will weigh a proposal to get more municipal services online or digitized.
The finance department is requesting $151,000 worth of new software from Tyler Technologies of Dallas. A big piece of that is a new digital record-keeping system.
According to a memo from Karl Swanson, the interim finance director, the software would allow employees to search files from across the city’s departments by keyword -- and that could make it easier to fulfill public records requests, in accordance with the federal Freedom of Information Act.
The request also covers a new suite of accounting software, which would let customers pay their city bills online. It would also allow prospective employees to apply for jobs with the city of Unalaska online.
Council will consider whether to buy all of the software, or just some of it. They’ll also have the option to hold off until next year’s budgeting process.
City council will take action on two state grants. There will be a second reading and final vote to accept $3 million in funding for the new wastewater treatment plant. If it passes, the city will put the money into the project’s construction fund.
Council will also have a first reading on a measure to accept $14,000 for emergency planning activities at public safety. That money comes from the Alaska Department of Military and Veteran Affairs.
