Drug Discovery at School Leads to Four Arrests

Four people were arraigned in court Wednesday morning for allegedly selling marijuana. The cases are the result of an investigation into drug possession that started at the local high school.

Two of the defendants are students there -- something that deputy police chief Mike Holman says is extremely rare in Unalaska. Holman says officers started looking into the case on Monday.

"We got some information from the school that one of the students -- a 14-year-old girl -- was found to have some marijuana in her possession," Holman says. "We went down and spoke with her, spoke with her parents, spoke with another 15-year-old girl."

The students alleged that they'd obtained marijuana from Soo Enele, a 22-year-old Unalaska resident. Police questioned Enele and took him into custody on Tuesday. He was charged with a felony for allegedly selling marijuana to a minor.

Following up on a tip from Enele, police spoke with a person on Tuesday who said they knew of other drug activity in the community, and agreed to act as a confidential informant.

"The individual who helped us out was able to identify another high schooler -- his name is Shadrack Baird -- who was selling marijuana," Holman says. "He made an undercover purchase from Shadrack, who is 18."

Baird was arrested Tuesday night, along with two people who drove with him to meet the informant -- his classmate, 18-year-old Johanna Pham, and 30-year-old Jason Tungul.

They were all charged with misdemeanors related to the sale and possession of marijuana. Pham and Tungul were also charged with a felony for allegedly trying to get rid of drugs and paraphernalia before officers caught up with them.

It’s not common for police to pursue drug cases against high school students in Unalaska, Holman says. The district attorney’s office helped them weigh that against other facts of the case before pressing ahead.

"The age of the young girls at the school that were originally found in possession of the marijuana is one of the large factors in this," Holman says, "Fourteen- or 15-year-old girls that are receiving or buying marijuana through the adults."

Magistrate Judge Jane Pearson reviewed all four cases during a court hearing Wednesday morning. Pearson noted that Tungul is the only defendant with prior convictions. He recently served a felony sentence and is still on parole.

Pearson approved conditions of release for each defendant, which include contact restrictions and third-party custodians. But the magistrate made an exception for Baird. He told the court his family moved out of state a few months ago. He stayed behind in Unalaska to finish his last year of high school.

The magistrate waived Baird's custodian requirement and set bail at a $500 unsecured appearance bond. She reviewed the state's bail suggestions for the other three defendants but did not set bond amounts. They will stay in jail until the court screens and approves third-party custodians.

I think this is ridiculous. I know Marijuana is illegal, but seriously there are much worse drugs circulating the island. Weed has always been prevalent, and it doesn't cause any problems. The drugs that cause problems are coke, meth, heroin, etc. Those should be the things that the cops focus on. And I don't think it makes sense to mention someone's name and say they were a "confidential informant" or acted "undercover". This whole thing is being blown out of proportion and I think there are more important things for people in town to be worrying about. If you think that weed is a problem, then you are clearly ignorant because people have been smoking it for years on the island and nothing has been said or done about it. Why make it a problem now when it was never a problem before? Getting the high schoolers in trouble shouldn't be a high priority on the cops' list of things to do. I know they are doing their job because this situation is illegal, I won't deny that, but it is ridiculous. I know from personal experience that alcohol and weed have always been something that the high schoolers are involved with, and when people are shocked about this it makes me wonder how much common sense the people in Dutch have. Seriously. Adolescence is a time of exploration and experimentation. A LARGE MAJORITY OF TEENS ARE INVOLVED IN THESE ACTIVITIES AND IF YOU DIDN'T KNOW THIS, MAYBE YOU SHOULD OPEN YOUR EYES. Four arrests for "drug" marijuana is not right.

Hopefully the Judge along with the Department of Public safety can de-escalate and dismiss these charges. Putting people through the criminal system and in jail (the university of crime) for marijuana charges is not the way to go.

Teenagers and young people are curious and have tried and or used marijuana casually for decades.

Appalled, we would be terribly "Appalled" if this were something to worry about like kids drinking or shooting heroin or snorting coke or smoking meth, but WEED??? 18 year old HIGH SCHOOLERS selling to high schoolers is nothing new and not exactly the end of the world. I can see getting up in arms if it were a 30 year old selling Molly to high schoolers or the 18 year old selling to middle schoolers, but this stuff seems like a waste of tax money. There are actual criminals out there and the cops in town seem waaaay too focused on this stuff, or pulling soccer moms over for no seatbelts or accusing parents of not dressing their kids warm enough. Wrong is wrong regardles of your age. We learn this in the first 7 years of life. Thinking otherwise just means you have no regard for logic, ethics, morals, and right and wrong.

I am absolutely appalled at all the comments on here. I am seriously frightened for the state of our community as 100% of these comments are in FAVOR of people selling drugs to children and it's just supposed to be OK. I am amazed and saddened. Selling drugs to CHILDREN is ILLEGAL. Selling ALCOHOL to CHILDREN is illegal. Selling meth, heroin, crack, cocaine, etc etc to CHILDREN is ILLEGAL. Because one drug may be more harmful than another does not make the "less harmful" drug OK. Also .. comparing the adults who sold the drugs with the CHILDREN who made a stupid, youthful decision to smoke pot is ludicrous. Children are children who need parents to help them learn how to make good decisions. This is why children are not charged as adults. Their brains are not mature enough for them to be help fully accountable for their actions. Adults who sell drugs to children CAN and SHOULD be prosecuted to the full extent of the law. I can only imagine that those commenting here do NOT have children. Wait until you have a teenage child and you find out someone has been selling them drugs .. You're acting like weed is something that kills. When in reality alcohol is a bigger issue in our town.. And that IS legal. It's kind of crazy, the police department not only makes themselves look bad but it reflects bad on our community as a whole. At only 20 years old I can say that I've seen such a drastic change in the community in a negative way. People are too worried about things that do not matter and because they're so bored they just feed off stuff like this...creating a bigger issue then there actually is. I can tell you that more than half of the high school while I was there has once smoked weed or used it frequently. As for the Police department, maybe you should hire people who are realistic , enforce the law but aren't trying to make the worst of each situation because they're bored... Like the youngest cop you currently have that's probably going to end up pulling a fun on someone... Then what excuse are you going to make for yourselves? Food for thought.

Unalaska was doing as well without so many bored policeman browsing around trying to make more money and look and justify their presence on the island. In reality they break others people's lives and especially youths lives. Marijuana is no more than just a cigarette in the rest of the world. First of all, if "little girls" want to be part of the whole druggie game, let them pay for it. Having posession of drugs is no difference from selling drugs. Crime is a Crime. And if the person was being snitched on and there were no evidence to prove they have drugs except for the snitch who can't handle when getting caught, then I don't get the whole point of putting someone behind bars. Plus, the two girls should be facing charges too. They had posession of drugs, which is undeniable. Getting suspended from school is not helping, "you do the crime, you pay the fine." Exactly how the other people who were claimed to be selling drugs are behind bars. Give the two students a lesson to really learn from. Don't blame the outside world for something you got caught on.

Cool you are trying to stop kids, but what about the more important drugs that's are being tossed around town still? To say you didn't know or wouldn't think that this would happen is a little high school like ours unrealistic. This kind of thing has been happening at the school for a very long time. So it really goes to show... I mean it took you guys this long to even question? Hmm.
