Friday Council Session Will Cover Marijuana, City Dock Bids

Unalaska’s city council hopes to pass a basic set of local regulations for marijuana at a special meeting tomorrow.
Council will meet at 9 a.m. Friday to hold a public hearing and take a final vote on a proposed set of marijuana rules, based on the ballot measure voters approved last fall.
The special meeting time is to accommodate councilors who will be traveling starting this weekend.
The new marijuana code would set a $100 fine for using the drug in public. It also limits how many plants a person can grow for personal use, sets fines for business owners who allow marijuana use on their property, and makes the drug illegal for people under 21.
Also tomorrow, council will vote on putting out a request for proposals for a new preferred use agreement at the city dock.
The last contract was with Sealand, 25 years ago. It expired in Dec. 2013. Since then, the city’s had requests from a range of shipping companies to take it over, according to a memo from ports director Peggy McLaughlin.
The request for proposals asks companies for details on how much cargo they'd move at the dock, and at what rates. And it asks them to describe any improvements or extra services they’d need to use the dock -- such as new crane rails, or a portion of the back reach for dockside operations.
If council approves it, the bidding period would close March 24.
Council will take that up, along with the marijuana ordinance and other business, Friday morning at 9 a.m. at City Hall.
