Moses wins in recount, but Edgmon vows challenge

Unalaska, AK – Representative Carl Moses of Unalaska has officially won the House District 37 Democratic Primary, beating challenger Bryce Edgmon of Dillingham by a single vote following the second of two recounts Saturday. Those results were certified by the Division of Elections Monday, but the race isn't over yet - Edgmon plans to file suit with the state Supreme Court challenging the recount.

In the initial final count, completed on Sept. 11, Edgmon led Moses by one vote, 765 to 764. That was close enough to trigger a recount, which led to Edgmon losing one ballot in Dillingham and Moses gaining one in Unalaska, bringing the total to 765 to 764 in Moses's favor. But Edgmon says he plans to file suit on the grounds that several ballots in his favor were improperly discarded.

Edgmon is challenging three ballots. All of them are what are called "over-votes," in which a voter filled in parts of two ovals on the ballot, indicating a vote for both candidates. Moses's campaign is also challenging three ballots. Adam Berg, Moses's chief of staff and a volunteer on his campaign, described the move as insurance in case Edgmon's challenge is successful.

Although this kind of conclusion to a legislative race is unusual in Alaska, it isn't unheard of. Ten years ago, Ann Spohnholz won the Democratic primary in House District 21 by a single vote after a similar recount. In 1984, Mary Ratcliff won the District 12 Democratic primary under the same circumstances.

Edgmon has until Thursday to file his case with the Supreme Court.
