Outage caused during governor maintenance

Unalaska, AK – A power outage caused on Wednesday appears to have been triggered as part of the powerhouse upgrade process.

The Department of Public Utilities began testing the governors at the powerhouse on Monday with no problems. But on Wednesday morning, the governors seem to have reset themselves and gone back to the default settings, according to Public Utilities Director Dan Winters. That left the town without power for approximately two hours.

"All of the sudden the engines started swinging," says Public Utilities Director Dan Winters. "The engines follow frequency, and the frequency was swinging. Until we get into the governors, we're not going to be able to tell more, but right now, there's no indication that anyone that we serve on the grid was at fault for this."

Right now, Public Utilities is continuing to troubleshoot the engines.

"In layman's terms, you could look at it as a manual to an automatic mode," says Winters. "So right now, we're running them manually."

The outage has not caused any reported damage, but it has impacted local business activity. American President Lines has temporarily put their crane operations on hold while electrical issues are being resolved. Because APL is on the city grid and the company's crane was in use at the time, there was some speculation that this activity was connect to the outage. Winters says that's not the case.

"APL was loading a ship and unloading a ship when this happened, but I've got to emphasize that there's no indication that APL caused this. There's no indication that anybody else on the grid caused this, so that rumor does need to be squashed."
