Unalaska's TWIC Office Is Stretched Thin

Unalaska’s TWIC office is going through some growing pains as the city prepares to hand off the federal port ID service to a government contractor next spring. Right now, the library hosts the TWIC office. They used to have two agents, but now they’re down to one since assistant city manager John Fulton left his job. That leaves librarian Dan Masoni as the town's only TWIC agent. Normally, he opens the office every other Tuesday, but he’s out of town through mid-December.
Morpho Trust, a government contractor, threw out that schedule and sent an employee to run two special enrollment days in Unalaska this week. Since Morpho Trust representative Aaron Manley came up from Olympia, he said he’s helped seven dock workers get their IDs. The TWIC office will switch to a special schedule for the holidays, opening Dec. 26 and Jan. 2.

TWIC cards are good for 5 years - seems like most workers would have a chance to get the card before coming here to work or during a break when out of town.... Seems odd - no fish being delivered in December - why would we have NEW dock workers - where is the work?
