Caller reported having earlier seen several men pulling a blue van, by hand, along Ballyhoo Road in the vicinity of the Icicle dock. An officer found the vehicle, stuck in snow near the edge of the roadway and with a flat tire. The registered owner could not be located and the vehicle was towed the following day.
